The construction of the permanent campus of the Hong Kong Metropolitan University (HKMU), formerly the Open University of Hong Kong (OUHK) and the Open Learning Institute of Hong Kong (OLI), was funded by the Government in 1992, and the Foundation Stone Laying Ceremony was held in December 1994. To commemorate the construction of the permanent campus, a time capsule ceremony was also held on the same occasion to leave behind precious memories. The capsule contained historic and valuable items contributed by the officiating guests, HKMU community and representatives of prestigious organizations in Hong Kong. It was buried in the main campus later and set to open in 2020.

In November 2020, the Unearthing Ceremony of the Main Campus Time Capsule was held and officiated by the former President Prof. Yuk-Shan Wong, Provost Prof. Reggie Kwan and Vice President (Resources & Development) Prof. Lui Yu-hon.

The Library has collaborated with Public Affairs Office and Office for Advancement of Learning and Teaching to digitize some items for online display and long term digital preservation.

香港都會大學（前身為香港公開大學及香港公開進修學院）正校園永久校舍於1992年由政府撥款興建。校舍的奠基典禮於1994年12月舉行，同日舉行時光錦囊置放紀念品儀式，以留下美好回憶。儀式當日，校方邀請了多所香港具代表性的機構，以及學院同仁放置一系列有意義及具紀念價值的物品於時光錦囊內，並訂立於2020年開啟時光錦囊。

於2020年11月，大學舉行了「正校園時光錦囊開啟儀式」，由前校長黃玉山教授、學術副校長關清平教授，以及副校長（資源及發展）呂汝漢教授開啟時光錦囊。

圖書館、公共事務處及教與學發展處合作，將部份的時間錦囊物品數碼化，用作網上展覽及數碼保存。
